During the COVID-19 pandemic, state and local governments enacted complete prohibitions on the acquisition of firearms. This CLE presentation provides a critical analysis of the state’s actions under the Second Amendment of the United States Constitution. The course features streaming video and downloadable audio presentations from a CLE seminar by the Houston Bar Association (HBA) on December 17, 2021.

Josh’s work was quoted during two presidential impeachment trials. He has testified before Congress and advises federal and state lawmakers. Josh regularly appears on TV, including NBC, CBS, ABC, Fox, and the BBC. Josh is also a frequent guest on NPR and other syndicated radio programs. He has published commentaries in the New York Times, Wall Street Journal, Washington Post, and leading national publications.
