This CLE program will provide an overview of the criminal case filings in Harris County and the legal issues that may arise as they pertain to mental health. It will cover competency, sanity, bond, 16.22, and what happens when someone is competent but mentally ill. The Mental Health Dockets, the Courts, and the Harris Center for Mental Health will also discussed.     Wayne Young, CEO of The Harris Center for Mental Health and IDD . As the CEO of one of the largest behavioral health organizations in the nation, Wayne is passionate about the planning and delivery of large-scale behavioral health and intellectual and developmental disabilities services to a population who rely upon safety net systems of care. Wayne previously served as the chair of the Texas Health and Human Services Commission Behavioral Health Advisory Council and was recently appointed by the Supreme Court of Texas and Court of Criminal Appeals of Texas to the Texas Judicial Commission on Mental Health. Wayne was honored to have received the Charley H. Shannon Advocate for Justice Award from NAMI Texas in 2019, as well as to have been named by Modern Healthcare as one of the “Top 25 Innovators” in 2019 and 2021 for his work providing a healthcare-centered approach to law enforcement calls associated with mental health concerns.  More information may be found on The Harris Center website.


    Staci Biggar, Criminal Defense Attorney. With 27 Years of experience in Harris County Criminal Courts (as both a prosecutor and defense attorney) specializing in mental health. Staci helped to create the Harris County Veterans Court Program - the 1st in Texas, which has now become a national model. Additionally, she has been an advocate for 20 years in the Harris County Mental Health Treatment Courts and serves on Texas Criminal Defense Lawyers Association Mental Health and Veterans Assistance committees.     Michele Oncken, Harris County District Attorney, Mental Health Division Chief. Michele is also a member of the Harris County Child Fatality Review Team, the Children’s Assessment Center Partner Council, and represents her office on the Multi-Disciplinary Review Teams for both Texas Children’s Hospital and Children’s Memorial Hermann Hospital. Michele currently holds the office of Vice President of the Harris County Child Abuse Task Force.
